Heilongjiang University (HLJU), jointly founded by PRC Ministry of Education and Heilongjiang Provincial People’s Government, is characterized of its high-quality, modernization and comprehensiveness. HLJU is located in Harbin, which is dubbed the Ice City in northern China. It is a comprehensive university with the most complete disciplines and majors in Heilongjiang Province. Eleven of its disciplines, including Foreign Languages and Literature, Chinese Language and Literature, Philosophy, Law, Marxist Theory, Theoretical Economics, Public Administration, Archaeology, Chemistry, Ecology, Electronic Science and Technology, are authorized to confer Doctor’s Degree. Three of its disciplines, namely chemistry, material science and engineering, rank top1% in ESI internationally. In the fourth round of subject assessment conducted by the Ministry of Education, Foreign Languages and Literature were listed as Level A. Philosophy was listed as Level B+. Law, Chinese Language and Literature, Marxism Theory, Library Information and Archives Management were listed as Level B. HLJU highly values opening up and education exchanges and has been an active participant of International Chinese Language Education. It admits international students under the Chinese government scholarship program. It is listed in the first batch of demonstration bases for international student education in China and among the first batch of Chinese universities for international students certified by the Ministry of Education. It is the vice chair university of China Association for International Education and one of the Chinese members of Shanghai Cooperation Organization. Since the start of the enrollment of international students to China in 1980, HLJU has played host to over 20000 international students for long-term or short-term study over 40 years. It regularly holds various international exchange and training programs including Confucius Institute Summer Camps, short-term programs by the Ministry of Education, foreign aid programs by the Ministry of Commerce, short-term Chinese classes for friendly universities of foreign countries. It is one of the first universities to offer Master of Teaching Chinese to Speakers of Other Languages programs in China, and has both national Language Promotion Base and Northeast Base for Chinese International Promotion in China. The Confucius Institute jointly established with Russian Far Eastern Federal University is the first such institute in Russia and has won “the World’s Most Advance Confucius Institute” twice. In March 2010, Xi Jinping, the then member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice President of China, visited the Confucius Institute of the Far Eastern Federal University. He acknowledged the work well done by HLJU to run the overseas Confucius Institute, and praised the achievements in promoting Chinese language and culture to the world, as well as the contribution to good neighborliness between Russia and China. The Confucius Institute jointly built with Santo Domingo Polytechnic University is the first and only Confucius Institute in Dominica. Edilian Uceta Espinosa, a student from it, was the Champion of Latin America and the world’s top five in the 2020 Chinese Bridge competition. By far, HLJU has established friendly relations with over 70 universities from 23 countries in the world. Over 4000 students have attended the Sion-foreign joint programs to study in the U.S.A., Russia, France, the U.K., Spain, Japan, South Korea, Malaysia and Egypt.
