1The information technology revolution in this century accelerated the steps of globalization, and facilitated the integration of culture and institutions. ‘Smart City’ has been propelling globalization and urbanization, and has brought unprecedented energy. This course introduces how ‘Smart City’ evolves after being introduced from the western country to China, and how it changes people’s life. It aims to show trainees how ‘Smart City’ can help enhance the city’s competitiveness and bring new opportunities, while solving problems emerging in the course of urbanization and driving improvement of urban governance. Since Hangzhou officially announced the start of the construction of ‘City Brain’ in 2016, this city has entered the era of digital economy era. Relying on its ‘digital city governance’ realized by using ‘Smart City’ and ‘City Brain’, Hangzhou has the opportunity to enter third place in the new first-line cities in the latest Chinese city rankings. ‘Smart City’ is essentially an intelligent network connecting objects and machines, consisting primarily of information and information communication technologies (ICT), mainly using wireless technology and data clouds to transfer data, deployment and promotion of sustainable development strategies to address the growing challenges of urbanization. The concept of 'smart city' is far beyond adopting technologies to help the government administration. Instead, it now focuses more on the citizens' needs. Smart cities, oriented by citizens’ needs, deal with issues related to talents, environment, life, economy, society, travel, etc. Smart cities represented by Hangzhou and Yinchuan indicate that China is the most active one for smart city construction in the world. Global cities are actively engaging in smart city development presently. Cyberization and digitalization have become the ‘general trend’ of urban development, which is closely related to the construction of ‘Smart City’. Let us keep our eyes on the development of smart cities.
