The university was founded on the eve of the founding of New China and was designated as one of the 88 national key universities by The State Council in 1978. In 1981, it was approved as the first master's degree-granting institution, in 1993, it was approved as a doctoral degree-granting institution, and conditionally accepted international students. In 1999, it was approved to set up a postdoctoral research mobile station. In 2012, the People's Government of Liaoning Province and the former State Administration of Work Safety signed an agreement to build the university, which was approved as a key construction university of the national "Central and Western Universities Basic Capacity Construction Project" in 2013.
学校创建于新中国成立前夕，1978年被国务院确定为全国88所国家重点大学之一。1981年被批准为首批硕士学位授予单位，1993年被批准为博士学位授予单位、有条件接收留学生单位，1999年被批准设立博士后科研流动站，2012年辽宁省人民政府与原国家安全生产监督管理总局签署协议共建学校，2013年获批为国家“中西部高校基础能力建设工程”重点建设高校。
