Heihe University is located in Heihe City, Heilongjiang Province, which is known as the pearl of northern frontier in China. It is the only ordinary university along the border stretching 4,300 km between China and Russia. Founded in 1958, it was promoted to an undergraduate institution in 2004. In 2015, it passed the qualification assessment of undergraduate teaching by the Ministry of Education, and obtained authorization of master's degree in 2017. Relying on its geographical advantages, the university has created its international school management. It has formed long-term and stable cooperative relations with nearly 30 well-known Russian universities, and widely performed educational cooperation and communication with Russia, such as exchange students, mutual employment of experts and academic integration. The university has set up a national Sino-Russian Exchange Base for University Students and Russian Language Center, and co-built the first Chinese Training Base for Studying Abroad in Russia with Chinese Service Center for Studying Abroad.
黑河学院坐落于素有祖国北疆明珠之称的黑龙江省黑河市，是中俄4300多公里边境线上我国境内唯一一所普通高等本科院校。学校始建于1958年，2004年晋升为本科院校，2015年通过教育部本科教学工作合格评估，2017年获批新增硕士学位授权立项建设单位。学校依托对俄区位优势,积极打造国际化办学特色，已与俄罗斯近30所知名高校建立长期稳定合作关系，广泛开展互派学生、互聘专家、学术合作等教育合作交流。学校建有国家级中俄大学生交流基地、俄语中心，并与中国留学服务中心共建了国内第一个赴俄留学培训基地。
