Harbin Normal University (HRBNU) was founded in 1951. It is the center of higher teacher education, higher arts education, educational science, research and teacher training in Heilongjiang Province as well as a Mandarin Chinese Testing Center. The University is located in Harbin, known as the Ice City. It consists of two campuses on the southern and northern sides of the Songhua River. HRBNU has established four Confucius institutes and one Confucius Classroom overseas, and was awarded “Outstanding Chinese Institute” by CLEC. HRBNU is the host university for Chinese Government Scholarship, CIS, and Heilongjiang Provincial Scholarship. It serves as the testing center of “Certificate of Teachers of Chinese to Speakers of Other Languages” and the base for HSK or Chinese Proficiency Test.
哈尔滨师范大学创建于1951年。是一所具有悠久办学历史、以教师教育为特色的高水平教学研究型大学，是黑龙江省教育、艺术、人文社会科学和自然科学的重要人才培养基地和科学研究基地，是黑龙江省属重点建设的高水平大学，是中国教育部本科教学工作水平评估优秀学校，是黑龙江省汉语国际推广教师培训中心，国家普通话测试站。学校坐落于中国北方冰城哈尔滨市，在松花江南岸和北岸有两个校区，形成了“一校二区”的办学格局。
学校广泛开展国际文化交流与合作，在海外创办了四所孔子学院和一所孔子课堂，学校被教育部中外语言交流合作中心评为孔子学院先进中方合作机构，是中国政府奖学金、国际中文教师奖学金、黑龙江省政府奖学金招生院校，是中国《国际汉语教师证书》考点和汉语水平考试（HSK) 基地。
