The Tianjin Municipal Education Commission is a government organization. Its duty is to implement the educational policies of the Party and the State, formulate local laws and regulations as well as strategies and plans concerning education in Tianjin, propose the policies related to the reform of the education system, and work on related organization and implementation. It is also responsible for the management of exchanges and cooperation in education with other countries, including study in China, cooperatively-run schools and international Chinese education. In 2012, the Commission, together with the University of Strathclyde and Scotland's National Centre for Languages, established the Confucius Institute for Scotland's Schools, with 46 Confucius Classrooms. In 2017, the Confucius Institute was awarded the title of Model Confucius Institute. In 2019, the Commission was honored as an Outstanding Confucius Institute Chinese Partner.
天津市教育委员会主要是贯彻执行党和国家的教育方针、政策，研究拟定全市教育工作的地方性法规和规章制度并组织实施，研究拟定全市教育发展战略、规划，拟定教育体制改革有关政策并组织实施的政府机构。负责管理全市教育系统的对外交流与合作工作，包括来华留学、合作办学和中文国际教育等。2012年天津市教育委员会与英国斯克莱德大学和苏格兰国家语言中心合作建设苏格兰中小学孔子学院，下设46个孔子课堂。2017年苏格兰中小学孔子学院被授予“示范孔子学院”称号，2019年天津市教育委员会被评为“孔子学院先进中方合作机构”。
