华北电力大学是教育部直属全国重点大学,国家“211工程”和“985工程优势学科创新平台”重点建设大学。2017年,学校入选国家“双一流”建设高校行列,重点建设能源电力科学与工程学科群,全面开启建设世界一流学科和高水平研究型大学的新征程。2022年,学校顺利通过首轮“双一流”建设评估并进入第二轮建设高校名单,电气工程学科入选第二轮“双一流”建设学科。

学校1958年创建于北京,原名北京电力学院。学校长期隶属于国家电力部门管理。2003年,学校划转教育部管理,现由国家电网有限公司、中国南方电网有限公司、中国华能集团有限公司、中国大唐集团有限公司、中国华电集团有限公司、国家能源投资集团有限责任公司、国家电力投资集团有限公司、中国长江三峡集团有限公司、中国广核集团有限公司、中国电力建设集团有限公司、中国能源建设集团有限公司、广东省能源集团有限公司等12家特大型电力企业和中国电力企业联合会组成的理事会与教育部共建。学校校部设在北京,分设保定校区,两地实行一体化管理。学校现有教职工近3100人,全日制在校本科生2.4万余人,研究生1.2万余人。学校占地1600余亩,建筑面积100余万平方米。

建校六十多年来,学校全面贯彻党的教育方针,坚持社会主义办学方向,扎根中国大地办大学,落实立德树人根本任务,为经济社会发展特别是能源电力事业培养了大批德才兼备的高素质人才。学校坚持以“四个面向”为指针,不断增强科技创新能力,攻克了能源电力行业大批关键技术难题,为推动能源电力高水平科技自立自强作出了重要贡献。进入新世纪特别是党的十八大以来,学校秉承“自强不息、团结奋进、爱校敬业、追求卓越”的华电精神,贯彻“学科立校、人才强校、科研兴校、特色发展”的办学方针,紧抓机遇、乘势而上,各项事业实现跨越式快速发展,日益以崭新姿态朝着特色鲜明高水平研究型大学办学目标稳步前进。

学校设有电气与电子工程学院、能源动力与机械工程学院、控制与计算机工程学院、经济与管理学院、新能源学院、核科学与工程学院、环境科学与工程学院、水利与水电工程学院、数理学院、人文与社会科学学院、外国语学院、马克思主义学院、能源互联网学院、人工智能学院等,现有67个本科专业。拥有“电力系统及其自动化”“热能工程”2个国家级重点学科,“清洁能源学”北京市高精尖学科和25个省部级重点学科;电气工程、动力工程及工程热物理两个学科在第四、第五轮学科评估中均分列A档和A-档;“工程学”“计算机科学”“环境/生态学”“材料科学”“化学”和“社会科学”6个学科进入ESI全球前1%行列,其中“工程学”学科进入全球前60强和前1‰行列;拥有6个博士后科研流动站、7个博士学位一级学科授权点、2个博士专业学位授权点、23个硕士学位一级学科授权点和16个硕士专业学位授权点,形成了培养本科、硕士、博士的完整教育体系。

学校大力实施人才强校战略,积极推进人事制度改革,不断完善人才“引育用服”全链条制度体系,逐步打造一支积极进取、素质优良、结构合理的高水平师资队伍,现有专任教师2090人,其中具有正高级专业技术职务的449人,具有副高级专业技术职务的823人。现有中国工程院院士2人,其他各类高层次人才百余名,有多支高水平研究团队。

学校把人才培养作为中心工作,形成了“厚基础、重实践、强能力、求创新”的人才培养特色,入选国家创新人才培养示范基地,成为教育部首批“卓越工程师教育培养计划”实施高校,获批教育部首批“国家级创新创业教育实践基地”,发起成立“电力行业卓越工程师培养校企联盟”,是中国电力教育协会学生竞赛工作委员会办公室依托单位。学校现有21个国家级一流专业,11个国家级特色专业,4个国家战略性新兴产业相关专业,18门国家级一流课程,3门国家级课程思政示范课程,2个国家级教学团队,1名国家级教学名师,3个国家级实验教学示范中心,3个国家级工程实践教育中心,3个国家级虚拟仿真实验教学中心,1个国家级人才培养模式创新实验区。

学校聚力打造战略科研力量,积极参与国家创新体系建设,在新能源、特高压、智能电网、清洁煤电、核电等重要领域取得了显著成果。现建有4个国家级科技创新平台、1个国家级国际科技合作基地,7个高等学校学科创新引智基地,以及44个省部级科技平台及研究基地。“十五”以来,累计承担国家重点研发计划、国家科技重大专项、“973”、“863”、国家科技支撑计划、国家自然科学基金等纵向课题4300余项,获国家级、省部级科技奖励430余项。

学校坚定不移走校企合作兴校强校之路,依托大学理事会平台,与国内外100余家大型企业达成战略合作,共建能源互联网学院、智慧能源联合研究院、海上风电与智慧能源联合实验室、高效清洁智能发电联合研究院、智慧电站技术创新中心等一批重点校企合作平台,共同承担重大研发项目,加快科技成果开发与产业化;学校多方位构建政产学研合作平台,与20余家地方政府签署战略合作协议,围绕战略性新兴产业领域,深化多领域交流与合作,为促进区域科技创新、推动地方经济社会发展作出了积极贡献;学校积极推进校际合作,作为主要发起单位参与组建北京高科大学联盟,推动高校之间优势资源共享互补,促进校际协同创新。

学校全力推进国际化办学进程,搭建世界一流大学合作伙伴网络和“一带一路”沿线大学合作伙伴网络,全面开展学生国际交流、院系科研合作等项目,设立中外合作办学项目,不断提高来华留学规模和质量。学校积极践行国家“一带一路”倡议,主动承担国家外交任务,承办多个国家级援外培训项目;与俄罗斯莫斯科动力学院等15所海外高校共同签署“一带一路”能源学院合作伙伴计划;担任上海合作组织大学能源学方向中方牵头院校,建立上海合作组织大学能源智库。学校积极传播中华文化,在美国设立的西肯塔基孔子学院是北美规模最大的孔子学院。

学校积极践行“双碳”时代使命,在国内高校率先发布碳达峰碳中和行动计划,并作为创始成员加入碳中和世界大学联盟。面向未来,学校将围绕碳中和领域和能源电力行业产业链,实施学科专业拓新、人才培养提质、科技创新登攀、开放合作升级、高端师资汇聚、零碳校园建设等六大行动,构建从基础研究到工程转化的完整创新链,形成双碳引领、学科交叉、特色鲜明、结构完整的世界一流能源电力学科体系,加快培养能源电力领域未来战略人才和工程领军人才,为我国构建以新能源为主体的新型电力系统,早日实现“双碳”战略目标提供坚实的人才支撑和智力支持。

North China Electric Power University (NCEPU) is a national key university of “Project 211” and “Project 985”, directly under the leadership of Ministry of Education. Its headquarters locates in Beijing with a campus in Baoding. The two campuses carry out integrated management. NCEPU now has about 3,000 faculty members and over 20,000 full-time undergraduate students and near 10,000 post-graduate students. It covers an area of over 1,600 acres with floorage over 1 million square meters.

NCEPU was founded in 1958 in Beijing, formerly known as Beijing Electric Power College, and was affiliated to the national power department. In 2003, it was transferred to the Ministry of Education for management, and was jointly administrated by the Ministry of Education and the university Council. The Council was founded by State Grid Corporation of China and other six national key power companies. Now its   members has grown to nine including the China Electricity Council.

Over the past century, NCEPU has undertaken the historic mission of cultivating highly competent talents for the country's energy and power industry and promoting scientific and technological progress in this field. Upon the entry of the new century, NCEPU has upheld the principle of “establishing the university by disciplinary construction, strengthening the university by talents cultivation, thriving the university by scientific research, and developing the university with distinctive characteristics”. Besides, it has seized development opportunities and achieved great progress. 

NCEPU has 11 schools, including School of Electrical and Electronic Engineering, School of Energy Power and Mechanical Engineering, School of Control and Computer Engineering, School of Economics and Management, School of Environmental Science and Engineering, School of Renewable Energy, School of Nuclear Science and Engineering, School of Mathematics and Physics, School of Humanities and Social Sciences, School of Foreign Languages, and School of Marxism, totally 59 undergraduate majors. The university has one key discipline of the national “Double World-classes” construction (Energy and Power Science and Engineering), two national key disciplines (Power System and Automation, and Thermal Power Engineering), 25 provincial key disciplines; in the fourth round of discipline assessment, Electrical Engineering and Power Engineering and Engineering Thermophysics were ranked in A and A- files respectively; two disciplines Engineering and Environment/Ecology entered the top 1% of the ESI around the world. The university has five centers for post-doctoral studies, 7 fist-level disciplines authorized to offer Ph.D. Degree, and 23 first-level disciplines authorized to offer Master Degree. Besides, the university has nine Master Degree Authorization Categories including Master of Engineering, Master of Business Administration, Master of Public Administration. All of these formed a complete system to train undergraduates, masters, and doctors.

The university possesses well-structured, high-quality teaching staff. Currently, there are 1,806 full-time teachers, including two academician of the Chinese Academy of Engineering, five dual-employed academicians, six professors of the national 1,000 Talents Plan, two experts of the 1,000 Young Overseas High-level Talents Introduction Plan, six experts of National Plan for the Special Support of High-level Talent, five Chief Scientists of Project 973, one national-level famous teacher, two national model teachers, nine winners of the National Science Found for Distinguished Young Scholars, three Chang Jiang Scholars, eight experts of the National Talents Project, three experts with Outstanding Contributions, seven experts of the "100 talents plan of the Chinese Academy of Sciences",38 winners of the New Century Excellent Talents Program of MOE, and four teams listed in Chang Jiang Scholars and Innovation Team Development Program, etc. 

NCEPU has always taken talents development as its key task, so it has formed the special talents development model featuring “to focus on solid foundation, emphasize on practice, promote abilities and pursue innovation”, which makes NCEPU become one of the first universities to implement the Excellent Engineer Development Plan. There are seven national excellent open courses, two teams of state-level teaching staff, 11 state-level characteristic disciplines, four disciplines related to national strategic emerging industries, three national experimental teaching demonstration centers, three national engineering practice education centers, three national virtual simulation experimental teaching center, and one state-level talent-training model innovation experimental plot.

The university has actively taken part in the construction of national innovation system, and has achieved great progress in the fields such as new energy power generation, ultra-high voltage, smart grid, efficient clean coal-fired generation technology, and nuclear power technology, etc. It has constructed three national scientific innovation platforms, one state-level international science and technology cooperation base, six discipline innovation bases for higher education, and 28 provincial scientific innovation platforms and research bases. NECPU has been selected as a national innovation talents training demonstration base. Since the Tenth Five-year Plan, the university has assumed more than 3,300 vertical projects from national key research and development plans, National Science and Technology Major Project, Project 973, Project 863, National Science Support Plan, and National Natural Science Foundation of China, and won 364 national and provincial Science Progress Awards. The scientific research funds have been surged in the new century, and NCEPU takes the top spot in the universities directly under the MOE on the statistics of the three important international search of science and technology paper.

Relying on the university council, NCEPU has constantly deepened the university-industry-research cooperation and reached strategic cooperation relations with about 80 large domestic and overseas energy and power enterprises to jointly undertake important researches and development projects to accelerate exploitation and industrialization of scientific and technological achievements. It has successively obtained two titles of Special Contribution Unit of Demonstration Project for Ultra-high Voltage Alternating and Direct Current Experiment of State Grid Corporation of China. NCEPU has constructed the multifaceted university-industry-research cooperation platform, and finally it signed framework cooperation agreement with more than 20 local governments to deepen cooperation on strategic emerging industries and achieved great progress on promoting local economic development. NCEPU is an active participator in the promotion of interscholastic cooperation, and as the major sponsor it has participated in establishing the Beijing High-Tech Universities Alliance for complementary advantages and resource sharing and encourage cooperative innovation among universities.

The university has been engaged in the internationalized education, and developed substantive communication and cooperation with about 140 internationally well-known universities and research institutes. Meanwhile, it has established the credit transfer and recognition system with partner universities and set up programs of regular students exchange, scientific research cooperation and experts reciprocal visits. NCEPU has actively implemented the Belt and Road Initiative, undertaken national diplomatic missions and national foreign aid training programs. The university has built China-Europe renewable energy innovation center with Hessen, Germany - China Promotion Center; it has built China-Mongolia renewable energy innovation center with Mongolia. As the leading university of China in the direction of energy science at the Shanghai Cooperation Organization University, NECPU has established think-tank in energy sector for SCO University. The University has built Confucius Institute at Western Kentucky University which is the largest Confucius Institute in north America. NCEPU has held multiple modes of international education projects, received foreign students from overseas universities and conducted “2+2” joint training program. Its international educational level has constantly increased.

As the leading university in the field of electricity power, at a new historical juncture, NCEPU undertakes the honor and dream of the era new energy and power and actively fulfills the historical task to cultivate top-level innovative talents, create high-level scientific research achievements, and provide first-class service for the country and society. Moreover, it should strive to make NCEPU a top research-oriented university with distinctive characteristics.
